Not registry lookups; ezOIG doesn't run these- Screening for a history of abuse, neglect or misappropriation of funds, including FBI and HCJDC fingerprint checks and information from previous and current employers (HAR § 11-94.2-7(7))
- Fingerprint-based state (HCJDC) and FBI criminal history check through Fieldprint within five working days of hire, with enrolment in the state rap back program (HRS §§ 321-15.2, 846-2.7; HAR §§ 11-106-3, 11-106-5(a))

Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
- The registry's terms forbid automated searches
- The registry's terms, or the law behind it, rule out automated or third-party searches, so ezOIG doesn't run them.
- Requires an employer account
- Searches go through the employer's own account with the agency, so ezOIG doesn't run them for you.
- Not open to the public
- The agency doesn't publish it. Only the agency, or employers it authorizes, can check it.
- Paid access
- The agency charges for access, and ezOIG doesn't include it yet.
Guidance, not legal advice
This page summarizes ezOIG's research into Hawaii's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Department of Human Services, Med-QUEST Division or your own counsel before relying on it.
