Not registry lookups; ezOIG doesn't run these- HCJDC and FBI fingerprint clearance for the caregiver and administrator of a DD domiciliary home (HAR § 11-89-3(d))
- Background checks by the department or its designee on each applicant, certified and substitute caregiver, adult household member and direct patient access employee of an adult foster home (HAR § 11-148.1-46(c))
- Adult abuse, child abuse, criminal history, sex offender and nurse aide registry records of any other state where the person previously resided (HRS § 321-15.2(a))
- Two character references for the DD domiciliary home caregiver and administrator (HAR § 11-89-3(c))
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
- The registry's terms forbid automated searches
- The registry's terms, or the law behind it, rule out automated or third-party searches, so ezOIG doesn't run them.
- Requires an employer account
- Searches go through the employer's own account with the agency, so ezOIG doesn't run them for you.
- Not open to the public
- The agency doesn't publish it. Only the agency, or employers it authorizes, can check it.
Guidance, not legal advice
This page summarizes ezOIG's research into Hawaii's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Department of Human Services, Med-QUEST Division or your own counsel before relying on it.

Choose this program when you set up your organization, and ezOIG runs the registries it screens on your schedule.
