Also required

Not registry lookups; ezOIG doesn't run these
  • FBI and state fingerprint check (Fieldprint) at hire and again in year 1, with a green light before any direct service; certified by HCJDC (1915(c) waiver Appendix C-2(a); Standards Table 3.5-2; HRS §§ 346-97, 846-2.7)
  • TB clearance obtained within 12 months before the start date or after age 16, first aid and CPR (Standards § 3.5.C.1, Table 3.5-1)
  • Staff missing a clearance work only under line-of-sight supervision until it is accepted (Standards § 3.5.C.4)

Why some registries are not screened yet

The registry blocks automated access
The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
Requires an employer account
Searches go through the employer's own account with the agency, so ezOIG doesn't run them for you.
Not open to the public
The agency doesn't publish it. Only the agency, or employers it authorizes, can check it.
Paid access
The agency charges for access, and ezOIG doesn't include it yet.

Guidance, not legal advice

This page summarizes ezOIG's research into Hawaii's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Department of Human Services, Med-QUEST Division or your own counsel before relying on it.
