Also required

Not registry lookups; ezOIG doesn't run these
  • Criminal investigation background check through WV CARES for the employees the law covers, as each provider determines (Lighthouse Program Policy Manual §X; Title III Services Operations Manual §300.7.4)
  • No provisional employment for personal care workers while the WV CARES determination is pending (71 CSR 11-6.4)

Why some registries are not screened yet

The registry's terms forbid automated searches
The registry's terms, or the law behind it, rule out automated or third-party searches, so ezOIG doesn't run them.

Guidance, not legal advice

This page summarizes ezOIG's research into West Virginia's rules for this program, checked against the regulations as of October 16, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with West Virginia Department of Human Services, Bureau for Medical Services (BMS) or your own counsel before relying on it.
