How ezOIG screens in West Virginia

In every state, ezOIG screens the federal lists: the HHS-OIG exclusion list (LEIE), SAM.gov exclusions and the OFAC sanctions list.

Of West Virginia's own registries, ezOIG screens 3: West Virginia Medicaid Provider Exclusions and Terminations, West Virginia Sex Offender Registry and West Virginia Nurse Aide Registry.

4 registries the rules name are not screened by ezOIG yet. Each is listed below with the reason, so you know which to check another way.

West Virginia's programs

  • PERSONAL CARE

Personal Care Services (Medicaid State Plan)

Direct access personnel of certified personal care agencies, including specialized family care providers that bill personal care. BMS repeats the WV CARES rules in its own chapter, including the monthly registry recheck report.

7 required checks, 5 screened by ezOIG

  • ADW / TBIW

Aged and Disabled Waiver and Traumatic Brain Injury Waiver

Agency staff of ADW and TBIW providers (case management, personal attendant, skilled nursing) and personal attendants hired under Personal Options through the fiscal agent. Both chapters send providers to WV CARES, so the checks are the same.

7 required checks, 5 screened by ezOIG

  • IDDW

Intellectual and Developmental Disabilities Waiver (IDDW)

All IDDW agency staff with direct member contact, and Personal Options workers (QSWs); the LEIE check also covers contracted licensed professionals, whose criminal checks OHFLAC or the OIG run.

  • ADULT DAY

    Medical Adult Day Care Center

Employees, and volunteers who assist more than one participant, of licensed medical adult day care centers (71 CSR 20). Centers enrolled as ADW providers also carry BMS's monthly checks.

9 required checks, 5 screened by ezOIG

  • ASSISTED LIVING

    Assisted Living Residence

All employees, independent contractors and uncompensated direct access personnel of licensed assisted living residences (71 CSR 21), including the administrator.

7 required checks, 5 screened by ezOIG

  • RESIDENTIAL CARE

    Residential Care Community

Employees of licensed residential care communities (71 CSR 23), whose rule names the State Police central abuse registry and the nurse aide abuse and neglect registry beside the WV CARES determination.

8 required checks, 5 screened by ezOIG

  • UNLICENSED HOME

    Legally Unlicensed Health Care Home

The service provider, household members (not residents) and all caregivers of a registered home giving personal assistance to one to three unrelated residents (71 CSR 22); DoHS-approved adult family care providers are outside this rule.

6 required checks, 5 screened by ezOIG

  • SENIOR IN-HOME

Senior In-Home Services (Lighthouse, FAIR and Older Americans Act)

Direct care workers of county aging providers giving personal care in the state-funded Lighthouse and FAIR programs and Older Americans Act in-home services. The Bureau of Senior Services' manuals leave it to each provider to decide which staff the WV CARES law covers; personal care workers are covered.

7 required checks, 5 screened by ezOIG

  • HOSPICE

    Hospice

Direct access personnel of hospices, under WV CARES; the hospice licensure rule (71 CSR 14) adds no screening of its own.

  • NURSING FACILITY

    Nursing Home

Why some registries are not screened yet

The registry's terms forbid automated searches
The registry's terms, or the law behind it, rule out automated or third-party searches, so ezOIG doesn't run them.
Checked by request to the agency
The agency answers a written request or form rather than an online search.
