Home Help Program (Medicaid personal care)
Individual caregivers hired by the client and agency caregivers of approved Home Help agencies. MDHHS runs the criminal history screening through CHAMPS enrollment, so the rules name no lookup for the agency itself.

Also required
Not registry lookups; ezOIG doesn't run these- CHAMPS enrollment and MDHHS criminal history screening before an agency caregiver is associated to the agency (Medicaid Provider Manual, Home Help 8.4, 8.4.B.1)
- A client may hire an individual caregiver with a conviction that is not a federally mandated exclusion by signing the MSA-119 Personal Choice form (Medicaid Provider Manual, Home Help 8.1.A)
- Caregivers 18 or older and in adequate health to perform the services (Medicaid Provider Manual, Home Help 8.2)
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
Guidance, not legal advice
This page summarizes ezOIG's research into Michigan's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Michigan Department of Health and Human Services (MDHHS) or your own counsel before relying on it.
