    Personal assistance agency staff, including agencies acting as fiscal intermediaries: personal assistants, RN and QIDP supervisors, service coordinators, and Aged and Disabled waiver attendant care, homemaker, companion, chore and respite workers. Rules identical, so merged.

    Adult Day Health

    Staff of adult day health agencies serving Aged and Disabled waiver and adult DD waiver participants who provide direct care or services.

    Residential Assisted Living Facility

    Employees and contractors with direct access to residents. The Department check satisfies the rule; another fingerprint-based check is allowed if it searches the sources the Medicaid handbook lists.

    Certified Family Home

    The provider, staff, substitute caregivers and every adult living in the home except residents. Certified family homes need an enhanced clearance.

    Developmental Disabilities Agencies and Residential Habilitation Agencies

    Employees, subcontractors, agents and volunteers of DDAs, residential habilitation (supported living) agencies and adult residential care facilities certified under IDAPA 16.03.21, serving children's and adult DD services and the adult DD waiver.

  • CDCS

    Consumer-Directed Community Supports (SDCS and FDCS)

    Support brokers and paid community support workers under the Consumer-Directed Community Supports option: hired by adults on the DD waiver (SDCS) and by families of children on the Children's HCBS State Plan Option (FDCS). The participant may waive a CSW's background check, never a support broker's.

    Home Health Agency

    All employees of home health agencies. Idaho Code 56-2704(1)(g) puts home health agencies under the Department background check by statute, and the Medicaid handbook requires a clearance for every employee. Idaho Code 39-1303(8) says home health agencies need no licence under Chapter 13, and Title 39, Chapter 24 has no sections in force.

    Hospice

    All employees and volunteers of Medicare-certified hospices enrolled in Idaho Medicaid, which treats hospices as high-risk providers. Idaho Code 39-1303(8) exempts Medicare-certified hospices from licensure.
