MINNESOTA · CARE PROGRAM
Personal Care Assistance (PCA) and Community First Services and Supports (CFSS)
PCAs, qualified professionals and CFSS support workers, whether employed by an agency or by the participant through a financial management services provider. CFSS replaced PCA and the Consumer Support Grant effective October 1, 2024, and PCA is being phased out as members transition (MHCP Provider Manual); the screening rules are the same, so they are merged.

Also required
Not registry lookups; ezOIG doesn't run these- DHS background study cleared before the worker provides services or enrolls (Minn. Stat. § 256B.0659, subd. 11; § 256B.85, subd. 16; § 245C.03, subd. 9)
- Standardized PCA or CFSS support worker training and certification test before enrollment (Minn. Stat. § 256B.0659, subd. 11; § 256B.85, subd. 16)
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
Guidance, not legal advice
This page summarizes ezOIG's research into Minnesota's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Minnesota Department of Human Services (Minnesota Health Care Programs, MHCP) or your own counsel before relying on it.
