Basic Home Care Provider and Unlicensed Waiver Services

Non-medical home care: basic home care licensees (MDH) and enrolled providers of unlicensed waiver services such as homemaker, companion and respite under the Elderly Waiver, Alternative Care, CADI, BI and DD programs. Screening is the same for both, so they are merged.

Also required

Not registry lookups; ezOIG doesn't run these
  • Fingerprint-based DHS background study before direct contact: basic home care employees, contractors and volunteers (Minn. Stat. §§ 144A.476, subd. 2; 144.057); waiver service owners, operators and direct-contact staff and volunteers (Minn. Stat. §§ 245C.03, subd. 6; 256B.4912, subd. 1)

  • Tuberculosis infection control program for licensed home care providers (Minn. Stat. § 144A.4798)

Why some registries are not screened yet

The registry blocks automated access
The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.

Guidance, not legal advice

This page summarizes ezOIG's research into Minnesota's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Minnesota Department of Human Services (Minnesota Health Care Programs, MHCP) or your own counsel before relying on it.
