MONTANA · CARE PROGRAM
Big Sky Waiver and Adult Day Care
Agency and self-directed workers under the Big Sky Waiver (HCBS for elderly and physically disabled people) and staff of licensed adult day care centers. The waiver's only worker screening rule is the LEIE check the financial management service runs on self-directed workers; agency staff and adult day care (ARM 37.40.14, 37.106.26) have none, so they share these checks.

Also required
Not registry lookups; ezOIG doesn't run these- Adult day care: documented orientation for every employee and a personnel record for each (ARM 37.106.2602(13), 37.106.2620(3))
- Self-directed Big Sky Waiver workers: the financial manager processes the employment packet as employer of record (ARM 37.40.1423)
- Self-directed workers: the financial management service also checks the Medicare Exclusion Database, which is not public (Big Sky Waiver Appendix E-1-i)
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
- Paid access
- The agency charges for access, and ezOIG doesn't include it yet.
Guidance, not legal advice
This page summarizes ezOIG's research into Montana's rules for this program, checked against the regulations as of October 16, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with Montana Department of Public Health and Human Services (DPHHS), Montana Healthcare Programs or your own counsel before relying on it.
