MISSOURI · CARE PROGRAM
Developmental Disabilities Waivers and DMH-funded programs
Staff, volunteers, students and adult household members with contact with individuals served by agencies DMH operates, licenses, certifies or funds (Comprehensive, Community Support, Partnership for Hope and Autism waivers, group homes, day programs); agencies also licensed by DHSS or Children's Division follow that agency's criminal check rules. RSMo 192.2495 also covers DMH-funded programs, so the criminal and EDL checks come before contact.

Also required
Not registry lookups; ezOIG doesn't run these- Applicant signs a criminal record review consent and discloses criminal history, EDL and EDR listings (RSMo 630.170.5; 9 CSR 10-5.190(6))
- Written background screening policy that separates statutorily disqualifying convictions from the rest (9 CSR 10-5.190(7))
- Exception from the DMH Exceptions Committee before employing a disqualified person (RSMo 630.170.4)
- Medication aide certification for staff who give medications (9 CSR 45-3)
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
- Requires an employer account
- Searches go through the employer's own account with the agency, so ezOIG doesn't run them for you.
Guidance, not legal advice
This page summarizes ezOIG's research into Missouri's rules for this program, checked against the regulations as of October 16, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with MO HealthNet Division, Missouri Department of Social Services (provider enrollment and sanctions: Missouri Medicaid Audit and Compliance) or your own counsel before relying on it.
