How ezOIG screens in Iowa

In every state, ezOIG screens the federal lists: the HHS-OIG exclusion list (LEIE), SAM.gov exclusions and the OFAC sanctions list.

Of Iowa's own registries, ezOIG screens 3: Iowa Medicaid Sanctions List, Iowa Sex Offender Registry and Iowa Direct Care Worker Registry.

4 registries the rules name are not screened by ezOIG yet. Each is listed below with the reason, so you know which to check another way.

Care programs

Each program's checks, with the rule behind each one

Iowa's programs

  • HCBS WAIVER

    HCBS Waiver Services (agency providers)

Agency staff who give direct care under the Elderly, Health and Disability, AIDS/HIV, Physical Disability and Children's Mental Health waivers (homemaker, agency attendant care, respite, adult day care, nursing and others). These waivers stay in place until the planned Children and Youth and Adults with Disabilities waivers launch.

  • ID / BI / HAB

Intellectual Disability and Brain Injury Waivers and Habilitation Services

Staff of supported community living, day habilitation, supported employment, home-based habilitation and other providers under the Intellectual Disability and Brain Injury waivers and 1915(i) Habilitation; many hold 441 IAC 24 accreditation, which adds licence verification.

  • CCO / CDAC

Consumer Choices Option (CCO) and Consumer-Directed Attendant Care (CDAC)

Workers a waiver member hires under the Consumer Choices Option, checked through the member's financial management service (FMS), and individual CDAC providers, who enroll with Iowa Medicaid themselves and are record-checked at enrollment. Agency CDAC providers follow HCBS Waiver Services.

  • IN-HOME SERVICES

Homemaker, Home Care Aide and Other In-Home Services

Employees who give direct in-home services for a provider the state regulates or funds (for example through Older Americans Act or local public health contracts) that is not a home health agency or waiver provider. Iowa does not license non-medical home care, so private-pay-only agencies fall outside Iowa Code § 135C.33(5).

  • ALP / EGH / RCF

Assisted Living Programs, Elder Group Homes and Residential Care Facilities

Employees who give direct services to tenants of certified assisted living programs (Iowa Code ch. 231C) and elder group homes (ch. 231B), and every employee of a licensed residential care facility (ch. 135C). The rules differ (481 IAC 67.18 for the programs, 481 IAC 50.9 and 57.11(3) for RCFs) but call for the same checks, so they are merged.

Why some registries are not screened yet

The registry blocks automated access
The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
Checked by request to the agency
The agency answers a written request or form rather than an online search.
