SOUTH CAROLINA · CARE PROGRAM
Personal Care (HCBS Waiver and State Plan)
All employees of agencies providing Personal Care, HASCI Agency Attendant Care and agency Respite under the SCDHHS scope, including administrator, office manager and supervising nurse. Self-directed attendants are a separate case: SCDHHS enrolls them, and their scope requires only that they have no Medicare or Medicaid exclusion.

Expected checks
Standard practice, or implied by a provider's enrollment duties; no rule names them outrightNone for this program.
Also required
Not registry lookups; ezOIG doesn't run these- Felony within 10 years bars service; an older non-violent felony needs the participant's written, signed acknowledgement (Personal Care Scope D.5)
- Drug test before employment as an in-home caregiver, then random drug testing (S.C. Code §§ 44-70-60(B), 44-70-70; R.60-122 § 300)
- PPD/TB testing per DPH rules (Personal Care Scope D)
- SCDHHS competency evaluation and in-service training records for aides (Personal Care Scope D.4)
- Driver's licence and driving record for aides who transport (Personal Care Scope)
Why some registries are not screened yet
- The registry blocks automated access
- The registry's website turns away automated lookups. We don't work around that, so for now your staff search it themselves.
- The registry's terms forbid automated searches
- The registry's terms, or the law behind it, rule out automated or third-party searches, so ezOIG doesn't run them.
- Paid access
- The agency charges for access, and ezOIG doesn't include it yet.
Guidance, not legal advice
This page summarizes ezOIG's research into South Carolina's rules for this program, checked against the regulations as of October 15, 2026. Rules change, and an agency's own contract or license can add to them. Confirm what applies to you with South Carolina Department of Health and Human Services (SCDHHS, Healthy Connections Medicaid) or your own counsel before relying on it.
